One of the things I get asked most often! People wonder all of the time why their dogs don't listen consistently to the commands that they know. The answer to getting your dog to listen more consistently is really quite simple. For your dog to listen consistently, YOU must be consistent! Every single time you tell your dog to come, and then allow them to keep running around without repercussion, you are making the command "come" mean a little bit less. Every time your dog invites themselves on the couch and you tell your dog "No, off", but then allow them to lay down next to you because it's cute, you are making "No, off" mean less to your dog.
To have a dog that listens consistently, you must be consistent. If you told your teenager to be home by 11, but nothing happened when she decided to walk in the door at midnight, how often do you think she would respect your curfew? The same goes with your dogs. Stop giving commands unless you have the intention of enforcing those commands.
Good luck and Happy Training!
